*TUERGENS is being furnished to him in accordance with his 
specific request. 

Judge JUERGEPS did not request an investigation of possible 
actions of jury tampering in the tax trial of WORTNAN, et al. 

As indicated in my referenced teletype, the judge desired that 
the information as it became available should be furnished to 
the Department of Justice and that they di ould be the ones 
who would decide whether or not a jury tampering investigation 
was warranted. The judge stated that he felt that because / 
this had been a Departmental case and not a case handled locally 
by the United States Attorney, that any decision along this 
line should be made by the Department of Justice. 

In view of the above, the requests of Judge JUERGENS 
as set forth in mytel of 4^3/(>2, have been complied with.

(Red) Moore, former chief 
deputy .sheriff of St. Loqjs, 
were convicted by the Jury in 
United States District Court in 
East St Louis, a demand was 
made for return of the fix 
money.

not want to know too much 
about the deal. The go-between 
had insisted on utmost secrecy, 
apparently aware of the heavy

mand was made that all or part 
of the money be repaid, and a 
second meeting for this purpose j 
was arranged. I 

At the second meeting, the; 
go-between produced the puz¬ 
zling paper napkins, bearing no- 
' tat ions about the jurors, as evi¬ 
dence that his contact man had 
made a real effort to carry out 
part of the deal. 

The napkins, found on Dow¬ 
ling's body after the murders, 
contained detailed data about the 
jurors, including their appear¬ 
ances and reactions. This led 
investigators to conclude that 
the notations were written by 
someone having a dose connec¬ 
tion with the jury in some man¬ 
ner. The notes were first thought 
to have been in Dowling’s hand¬ 
writing, but a thorough check 
disclosed that the murdered 
hoodlum had not made them. 

Authorities believe that the go- 
between's e xplanation failed to 
' satisfy Dowling ana Beckman, 


and that heated words followed. 
As the men drove off in Beck- 
man's car and turned into lonely 
Wdf Branch School road, the 
go-between was certain that 
Beckman and Dowling were 
"taking him for & ride." 

Fourth Passenger Possible. 

The possibility that a fourth 
* man, a friend of the go-between, 
also was in the back seat of 
the Beckman automobile at the 
time of the shootings has been 
| considered by authorities. Four 
| shots were fired, one rtriking 
Dowling in the head and three 
bitting Beckman. 

Authorities recovered the four 
slugs and turned them over to 
the Federal Bureau of Investiga¬ 
tion for study. The FBI labor¬ 
atory was unable to determine, 
because the slugs were severely 
smashed, whether the shots 
had come from one revoJver or 
two. The bullets were .38 caliber. 

Dowling was known to have 
always carried a wallet, but it 
has not been found. A set of 
, keys belonging to Dowling was 
II found 25 feet away in a field, 
where It apparently had been 
tossed. Authorities believe that 
the killer was searching Dowl¬ 
ing's body for the napkins. They 
were found later in Dowlin’s shirt 
pocket. Their discovery led to 
r the taking of lie detector tests 
by all members of the jury. Au- 


thorities said there is no evi¬ 
dence that any tampering etfart 
was made. 

Change In Attitude, f 
The Wortman gang did not 
know who was responsible for 
the double murder until almost 
a month later, the Post-Dispatch 
learned. Until about April 5, t 
gang associates diligently tried . 
to obtain information in St. ; 

and on the East Side as , 
to what was behind the killings. | 
Suddenly the Wortman group > 
dropped all efforts to obtain a ; 
clue. The explanation given to : 
persons they had questioned» 
earlier was succinct: "Don't ■ 
bother anymore; We have found ; 
out who did it and why.” 

Thereafter, the-attitude of the ! 
gang's associates toward official 
inquiries changed abruptly. The 
men under interrogation became 
fully co-operative and answered 
questions willingly. Authorities 
concluded that the change was 
ordered by Wortman, who was 
convinced that no member of 
his gang was involved?- -

Information in these notes was

that he felt there was a strong

asked if I thought the jury room 
could have been bugged and I 
replied, 'I don’t know. Anything

The jury held its deliberations

ten without much concern for

date Dowling and his bodyguard 
Melvin J. Beckman were mur-’ 
dered. Both of the initials appear 
on the note twice and the num¬ 
bers “3-3-62" are on the note 
twice, once on each page. 

Theories that it was written by 
a person paid $20,000 to contact 
the federal court jurors for a pos¬ 
sible “fix" might be true if the 
napkin is taken as a report of; 
the progress or failure the alleged 
contact man might have had in 
trying to carry out his assign¬ 
ment **

The Attorney General has returned our memorandum of . T I 1 J 
1962, advising him of the institution of an obstruction of justice investigation 

and possible jury tampering in this case with a request for advice as to the 

.present status. ' iivestigation was instituted on the basis of the Department 1 * : 

/ request by memorandum dated May 9, 1962. The case involves alleged jury 
tampering in an Internal Revenue Service case against Wortman, prominent 
Southern Illinois racketeer .'.and two of his associates. The two associates were 
killed in gangland style following the tax tr ial.

were previously advised by my memorandum of 
March 7, 1962, that I would keep you advised of further 
developments in this.matter, which involves the murders of 
Elmer Dowling and Melvin Beckman, hoodlum lieutenants of 
Frank Leonard Wortman. 

For your information, there are attached articles 
that recently appeared in newspapers in the St. Louis, Missouri, 
area, concerning this case. The article captioned, ’’Gangland 
Murder'Clue Text on Napkin Told,” which appeared in the ’’Evening 
Journal,” East St. Louis, Illinois, on May 7, 1962, set forth 
the details of the Information contained on the napkins found 
on Dowling's body after he had been murdered. This article 
indicates t hat the initials " J.H.K.” and ’’E.H.K.” were on those 
apkins

the Pines operations to stay open even though it is losing 
money.

JOHN FRANCIS KENNEY, a veil known St* Louis and East St* 
Louis hoodlum closely associated vith numerous members of the 
WORTMAN gang, died in June, 1962, of a heart attack vhile 
Incarcerated in the Missouri State Prison. 


JOE COSTELLO, veil known St, Louis hoodlum and an associate 
of numerous membeffs of the WORTMAN gang, died of alleged natural

guns and knows they were not armed. He said there had been 
some speculation that a police officer might have done.the

years they have gotten along with the local police, and the

Illlmois, carried aa article entitled "State Ruling in 1961 
TED WORTMAK Barred From Racing", This nevs article prepared 
by CHARLES 0. STEWART states that TED WORTMAN has-been barred 
from racing horses at State Racetracks, according to the Illinois 
Racing-Board; that according to a Chicago, representative of • 
the Illinois Racing Board, WORTMAN has been barred since 1961 • ” ^ <: 
when his license a6 a trainer was revoked. The article states 
the Board spokesman denied that WORTMAN races horses at Chicago 
and E. St. Louis under other names; the Board said WORTMAN was 
licensed as a trainer in 1958, 1959, and 1960. According to ' 
the Board, EDWARD WORTMAN of Caseyville, Illinois, is listed as 
a breeder of Illinois bred thoroughbred horses and that breeders 
are required to be listed with the Racing Board but are not under 
the Board s jurisdiction; further, that breeders are entitled to 
a breeder s fee of 10% of every purse. However, horses they 
breed cannot be entered in state races without licensed owners 
and trainers. According to the Board's spokesman, WORTMAN will 
never be licensed in Illinois as long as WILLIAM S. MILLER is 
Chairman.

appeal briefs and the trial manuscripts in connection with the 
appeal of FRANK WORTHAN with the United States Court of Appeals 
in Chicago was extended to November 26, 1962. The extension 
was granted by the Court of Appeals because the' transcript' include

WORTMAN and associates are principal hoodlum, gambling and racketeer! 
operators in E. St. Louis area and also in St. Louis, Missouri. 

One of principal meeting places of gang members is the Crosswords 
C lub, a "strip** joint operation with a small office^_in_the rear..

Activities of WORTMAN and his associates including criminal 
intelligence information concerning crime conditions in the 
E. St. Louis and St. Clair County areas. 


9 . Reasons for believing the specific information vill be obtained by the 
technical surveillance: 

The Crossroads Club is a known hangout of WORTMAN gang members 
and this club recently was taken over by members of WORTMAN gang 
who meet at this club regularly. This club is frequented and 
patronized by criminal element in the area. 


10. Importance of case and subject: 

WORTMAN and his associates are top hoodlum characters in 
Springfield Division and also operate in St. Louis. WORTMAN 
gang activities and crime conditions, E. St. Louis, are of 
prime interest to Bureau ang department.

The St, Louts and East St, Louts press on February 19, 
1963, reported that on the previous day, February 18, 1963, 
the Club 88 and the Crossroads Club tn East St, Louts, mere 
ordered shut down by County Excise Commissioner, FRANCIS J, 

FOLET, after their operators lost appeals to Circuit Judge 
0, FARMER, t h State- Circuit Court at Belleville, Illinois• 

The news art tele stated FARMER had fined both the Club 88 and the 
Crossroads for having lude strip-tease shows and for permitting 
the strippers to double as B girls and solicit drinks from 
customers• The article states the Crossroads and the Club 88 
were closed by Mr, FOLET last fall and had applied for 1963 
license renewals but these were dented. According to the press,’ 
States Attorney JOHN M, EARNS, JR, of St, Clair County, filed a 
motion before Judge FARMER on February 18, 1963 asking for 
dismissal of a Stay Order issued by the Court November 30, 1962, 
permitting the clubs to remain open pending an administrative 
review of testimony before the Illinois State Liqxipr commission, 
at Springfield, Judge FARMER ruled on February 18, 1963, that 
the motion not be heard because the State Order expired December 
31, 1962 and it was applicable only to the license period 
covering the last 6 months of 1962, The press stated after 
the ruling, FARMER directed Sheriff MAURICE F, JOSEPH to 
close the Crossroads and theClub 88 immediately for failing to~~ 
hold valid license. According to FARMER, the Springfield 
testimony before State Liquor Commission will be studied by 
the other three St, Clair County Circuit Judges, 

The press stated a new license application filed 
January ?, 1963, by the Crossroads listed names of three 1962

license holders, but only one signature, that being ENRICO 
TERRAN07A who gave his address as 586 North 23rd Street, East 
St, Louis, Illinois, The two other names on the application 
not signed, were WILLIAM BENNETT, 153 North ?3rd Street and 
TED TARMINO, 3 Hanover Lane, both of East St, Louis• States 
Attorney EARNS on February 18, 1963, told the press his office 
had made a "diligent effort” to verify that the applicants 
were residing at the addresses but that registered letters — 
sent with return recetpts requested were returned marked, 
unknown or moved, left no address•

crossed the street anti entered the South'End Market. “ Approximately

crossed the street and' re—entered'the'Ebony"Club. At 3:25 PM 
be waB-observed to come out of "the Ebony Club, 

a nd re—enter the South End "Market. At 3:41 PiyBH^ftne out ' 
of the South End Market, put what appeared to be a package of 
groceries into his car and re-entered the Ebony Club. No 
further observations were made.

on the charge of intimidation. WORTMAN appeared before CiroiLt 

Court at Edwardsville, MAdisonCounty, Ill*» warTMAN’s 
attorney. SAUL COHN, of East St. Louis,Ill. WORTUAH s 
attorney asked for a continuance and indicated he would fil 
motions to have the indictment dismissed. The Court gave 
WORTMAN a 20-day continuance. 

This matter will be followed and Bureau advised 
of any pertinent developments.

On March 30, 1963, the St. Louis "Globe Democrat" 
carried an article entitled "Illinois Now Third in Race Horse 
Breeding." The article states that Illinois npw ranks behind 
only Kentucky and California in race horse breeding with over 
$10,000,000 of breeding stock housed in the state. Included 
in the article was a comment that ten per cent of the ...... . 

breeding was done. in Madison, St, .Clair and Bond .Counties 
The article states that prominent East Side breeders Include 
St. Clair County Coroner Dr. C.C. KANE, owner of the Creek Side 
Farm near Fairmount City, Illinois, and also EDWARD "TED" 
WORTMAN, brother of East St. Louis rackets boss FRANK "BUSTER" 
WORTMAN. The article points out Dr. KANE has the largest 
breeding operation in the area. The article states that EDWARD 
"TED" WORTMAN moved "Our Colonel, son of Kentucky Colonel, to 
his thirteen acre farm near Caseyville, Illinois,. this year, . 
further that Our Colonel had been at stud with his brother, 
Roman Colonel, who won over $200,00 during his racing career, 
at the WORTMAN farm in Kentucky. The horse is offered at a 
$500 stud fee at the Caseyville farm. The article pointed 
out that RAT FREEARK, JR., a Belleville attorney, publishes 
a magazine for Illinois breeders known as the "Illinois 
Thoroughbred."

appeared in court with his attorney, SAUL COHN of East St.

because of the potential of substantial suns of money ana 
registered mail, as well as in ordinary mail wherein cash is 
sent' through the mail, ENNIS talked about chain stores using 
the' mail' to deposit their funds, irather than using pick-up —. 
armored trucks. He further talked about various pimps, burglars^ 
and thieves sending money through the mail by.merely . . 

in an envelope and folding paper ^around the money. EIWIS talked

various small Post Offices throughout Illinois, and said th

In the discussion, according to informant,^ENNIS ■- 
explained at some length about the fact that GEORGE "STORMY" 
HAEVILL is 'feoing bad" and is going to"take everybody bad . 
with him." ENNIS claimed HARVILL is a deadbeat and is "broke," 
and the Internal Revenue Service is conducting an investigation 
concerning HARVILL*s income and taxes. He saidJBARVILL will

During the morning of B/lS/63M^and ENNIS, 
according to informant, carried on a lengthy discussio n 
i l»ow they can owe up with asubstantialsum of •oneyHS|B^g^ 
commented that he needsmonev in the worst way, and ENNib " 
mentioned that down ii^^HHpeighborhood are a lot of 
little towns, with each of them having banks and most not 
having alarm systems or, if they do, poor alarm systems. 

ENNIS bragged about his ability to handle alarm systems and 
then mentioned that he, ENNIS, is going to Chicago "next week.**' 
According to informant, ENNIS didn't mention specific nature 
of his trip, but talked about handling vaults and alarm 
systems. 

In the continuing discussion ENNIS talked about 
being able to "chew up" vaults and the possibility that there 
would only be one local night policeman in the small towns 
that sleeps most of the time and occasionally walks around 
and puts a flashlight beam in the windows of the banks. 

ENNIS said in these small town Jobs there would be no need 
for explosives; and, all that had to be done was to go into 
the place and set up equipment. ENNIS talked about "peeling" 
the vaults or going through the vaults,-and that they could 
easily make one or possibly two. Informant indicated this 
meant they could go into one or two on a given night. ENNIS 
claimed that after making a "good score,” they could buy 
some place "down on the lake." 

ENNIS then stated that one bank that is loaded with 
money is the one at Branch (phonetic) in Missouri - the People's 
Bank. ENNIS then stated that the Near (phonetic^taach B ank 
and the Table Rock Bank are also full of money. flHPIoiamented 
that he knew there were no alarm systems, and that they were \ 
lucky to even have telephones in that area; and, the only \ 

problegmould be if the night watchman would find them in the 
bank, ^^palso mentioned the bank at Reed (phonetic) Springs,

and that the night watchman in that place sleeps most of the 
night. ENNIS commented that after getting in a bank, they 
could take up to six hours working inside without anyone 
bothering them. ENNIS commented;* "You can do it down there, 
because there is nothing happening in. those little towns.**

it is hard to.get rid of, and wouldn't even bother to pick 
it up. ENNIS commented that he didn't necessa rily wan t 
$180,000, but would be satisfied with $80,000*0BHV&id 
that right now, today, he would be willing to go for 
$8,000; and, that would get him "staked out."

was not clear whether ENNIS was talking about WORTMAN or 
n the above conversation. 


•.ENNIS was complaining further about one of the 
WORTMAN gang members who pulled a pistol on several individuals 
recently. The East St. Louis Police were aware of it and did 
nothing about it but told "the guys" they should slow it down. 
According to source, ENNIS claimed it shock things up at the 
Paddock.
